On August 26th, three synthetic leather companies—Sanmen Synthetic Leather Co., Ltd., Zhejiang Ruitai Synthetic Leather Co., Ltd., and Zhejiang Yuanfa Plastic Co., Ltd.—signed an agreement with the Coastal Industry Commission to withdraw from the Industrial City. This move marks a significant step in the optimization of the industrial structure within the Coastal Industrial City, as it signals a clear rejection of high-energy-consuming and polluting enterprises.
Since the beginning of this year, the Coastal Industry and Commerce Commission has been actively working on relocating or repurposing seven synthetic leather companies that have not yet started operations and occupy a total of 680 acres of land. This initiative follows provincial government guidelines that restrict the development of synthetic leather enterprises outside chemical parks. The commission has adopted three disposal methods: relocation, cooperation, or repayment. After several rounds of negotiations, two companies have already left, three have signed agreements, and two more are in the final stages of discussion. It is expected that all seven companies will be fully integrated by the end of the year.
For the five synthetic leather companies that are already operational, the management committee has imposed stricter environmental regulations. These companies are now required to invest more in environmental protection, ensure that their pollution control facilities function effectively, and strictly monitor emissions to avoid exceeding regulatory limits. They are also encouraged to maximize wastewater reuse and implement energy-saving measures to reduce overall consumption.
One notable example is Zhejiang Xinfulai Industrial Co., Ltd., which invested 13 million yuan in environmental protection measures, accounting for 18.57% of its total fixed asset investment. By using a specialized recovery system, the company processes its production wastewater and recovers up to 30% of the chemical raw material DMF. This not only reduces pollution but also saves the company 2.7 million yuan annually in costs.
In addition, to improve the quality of both the industrial and living environment, the Coastal Industrial City has launched construction on a new sewage treatment plant. With a total investment of approximately 72 million yuan, the facility is expected to be completed within the year. Once operational, it will treat 16,000 tons of wastewater daily, with future capacity reaching 64,000 tons per day. This project represents a major step forward in the city’s commitment to sustainable development and environmental protection.
