The European Union has officially ended its anti-dumping investigation against China's polyester high-strength yarn, marking a significant victory for several Chinese companies, including two in Shaoxing City. Among them, Xianhaifu Chemical Fiber Co., Ltd. saw a notable reduction in its anti-dumping duty rate, dropping from 9.3% in the preliminary ruling to 5.3%. This nearly 50% decrease is a major relief and a boost to their competitiveness in the EU market.
“Definitely good news for our company,†said Shen Tugen, CEO of Hai Fu Chemical Fibers, during a recent phone call with reporters. He emphasized that the EU remains the company’s largest export market and that their proactive response to the anti-dumping measures has paid off. Lower tax rates mean greater price competitiveness, which helps maintain their market share and strengthen their position globally.
This case dates back to September 2009, when the EU launched an anti-dumping probe on Chinese polyester high-strength yarn. Shaoxing, known as a major production hub, was heavily involved, with a total value of around $52.88 million—42.6% of the overall $124 million. Hai Fu Chemical Fiber and Guxiandao New Materials were among the key players in the case.
With support from higher-level government authorities and industry associations, the companies mounted a strong defense. Their efforts not only changed the EU’s approach but also helped shift the basis for calculating normal values away from U.S. data toward more relevant sources, including those from Taiwan. Additionally, major EU importers supported the companies’ responses, creating a more favorable environment for negotiations.
“We are still competitive with the 5.3% anti-dumping duty, and it’s within our control,†said Yao, a sales manager at Hai Fu Chemical Fiber. The company has managed to retain access to the EU market while gaining valuable experience through the process. This experience has encouraged them to focus more on product quality and operational efficiency.
From January to November this year, Hai Fu exported nearly 10,000 tons of yarn to the EU. Since the start of the year, the company has been operating at full capacity across nine production lines, achieving a “zero inventory†status. Looking ahead, the company plans to introduce three new, internationally advanced production lines next year, adding 15,000 tons of annual capacity. This expansion reflects their confidence in long-term growth and their ability to adapt to international trade challenges.
